Bring coconut milk, milk, and sugar to a boil in a large saucepan. Add basmati rice and allow to simmer over a low heat for approximately 20-30 minutes until the mixture thickens and the rice is tender. Stir in the raisins/dried fruit, cardamom and optional rose water and continue to cook for a few more minutes. Spoon into serving bowls and garnish with sliced almonds and/or pistachio nuts.
